As the culture and education center of the information hub, libraries and information institutions are important bases of the spiritual civilization construction as well as good "school" for lifelong learning. The goal of learning society and libraries and information institutions is to promote the all-round development of man. They are mutually influenced. Libraries and information institutions need to give full play to their advantages to keep long-term learners, and turn the growing-learners, short-term learners and potential learners into long-term learners. And that will make more people take advantage of the libraries and information institutions, which is a big push for the construction and development of learning society.This paper describes the development status of library and information industry in China. This paper determines the content of the research firstly, and then puts forward the hypothesis, and designs a model of learners’ loyalty to library. Next, in order to test the hypothesis and identify the relationship between the study variables, the paper uses statistical software (SPSS17.0) to handle the data collected by questionnaire survey. Finally, basing the empirical study results, it will give specific suggestions to construct the learning society on the new standpoint of learner’s loyalty. And this paper puts forward suggestions from library organization, resources management and information services aspects:constructing the information services models for library and information institutions, analyzing the successful factors of library and information institutions, recommending on the resource flow management.
