This paper is based on the Web-based SCADA system to the power system development background, anglicizing of domestic and international research status in this regard, comparing to the current achieving way of Web SCADA, and proposing a new achieving way of Web SCADA based on WCF and Silverlight. Silverlight、SOA、WCF technology is focused on this thesis, Finally, a complete Web SCADA system is designed and achieved based on Silverlight4.0. It uses hierarchical modular design ideas, each relatively independent programming designed as a separate silverlight web applications, it can achieve the independent development of each major module, as well as reduce the size of each Silverlight application XAP package file, it can speed up the page loading speed and enhance the sense of interaction between the system and user.The paper described the function and the relationship between four main modules in the system:The data acquisition and communication module provides data services and operation services for the Silverlight web applications; the main monitoring module is the entrance of the system; the monitor screen configuration module is used on a web page to configure monitor screen; the monitor screen runtime module download the monitor picture file from the background, and restore the monitor screen by parsing the monitor picture file for the staff to monitor the scene.The thesis details the design and implementation of the monitor screen configuration procedures and monitor screen runtime program. Monitor screen configuration is a powerful interface design tool, similar to the drawing system. The main function is to draw variety of vector and electrical graph on a web page to constitute monitor screen, it can provide I/O data connection and remote operation to the graphs. The Configuration results are saved to the server in document form, it ensure the compatibility of the system. For solving the real-time data updates problem, Real-time data cache pool technology has be used in the monitor screen runtime program. We can execute remote command through a web monitoring page by taking advantage of the WCF service.
