As the advent and popularization of the information age, the level of automation management in the enterprises are growing.Meanwhile application demand accelerates increasely. On one hand, the demand which is the equipment management, production and analysis for the enterprises increases gradually. There are more difficulities in management. On the other hand, based on the existed monitoring system, enterprises need to group information management platform which includes the production and management data, and they will face the expansion of production scale and the demand for the system integration of upper management.Real-time database system is the support software platform which includes development of real-time control system, data acquisition system, ERP system and it provides real-time data services and a variety of data management capabilities for the enterprise production management and scheduling, data analysis, decision support and remote online browsing support software platform.It is the bridge and platform between enterprise automation system and management information system of information communication. According to the status of a large water group in the northeast of China, research and design urban water supply SCADA monitoring system which is based on real-time database system and VPN scheduling, realized the remote centralized production process real-time data acquisition, storage, management and analysis, and for other application system development the corresponding real-time database interface, which laid a foundation for the enterprise information construction. Main work and contributions are as follows:(1) According to the present situation of the enterprise and the characteristics like large quantity of water and wastewater treatment factories, the different degree of automation, wide geographical distribution and large amount data transmission,the paper designs architecture of system based on the real-time database system, VPN transmission network and remote data acquisition platform to solve the problems such as many kinds of data integration and long-distance transmission in distributed environment.(2) According to the similarities and differences of subordinate factory’s automation system and the differences of PC configuration software of system, and the large quantity of upload data, the system may produce the problems such as excessive bandwidth, packet loss and it places a PC deployment data collector system for data collection. Data collector system reads the upper machine by means of OPC, meanwhile, compressed and packaged the real-time data, implemented different types of PC software data acquisition and transmission.(3)By analyzing and comparing the characteristics of several common data transmission mode, the paper combined with the actual situation of enterprises to design a system which uses the mixed data transmission mode of IPSec VPN and SSL VPN to realize data remote transmission.At the same time the system ensures the safety and reliability of data transmission.(4) Using client/server model, the paper designs and achieves a group data center which centers on real-time database system. On the one hand,, the system developed the monitoring and data display software, which provides the support for the improvement and optimization of production process. On the other hand, the system develops the general interface of real-time database software, which makes it can share real-time database data with other information systems like production equipment management system, the energy consumption data analysis system.It not only solved the problem of information island, but also provided effective data support and decision support for the group’s safety production and scientific management.This system has been running at the scene. Operation shows that the system is safe and reliable, it also has achieved the expected design requirements.
