As a traditional agricultural country, in china the food production is affected by agriculture irrigation directly, but at the same time china is also a country of water shortage, this determine that the utilization efficiency of water resources must be improved, so in recent years the research on how to meet the needs of agricultural irrigation and water conservation is gradually increased.In the paper, the Android platform architecture and the software development based on it are analyzed and studied; Combined with ArcGIS for Android API, Irrigation District information acquisition application in client is developed. Silverlight, a rich client technology, is used in Web development; Irrigation Management System is designed later, the part of database is designed with ArcSDE which is based on SQL Server2008:in the last part of the paper, taking the data of BaiSha Irrigation District, the whole system is developed. Through asking MapService published by ArcGIS Server via a REST API, the map can be browsed and the information of the Irrigation District can be collected on the client on Android; On the web client based on Silverlight, the map roaming, online editing of map elements, map measurements, inquiries and other functions can be used, so that they can provide decision support for irrigation district management.In this paper, the RIA WEBGIS technology is combined with growing popularity of mobile smartphone, we could use the portability of the smart phone and its powerful features timely to acquire the information of the irrigation area which is in need of irrigation, the management authorities of irrigation district can also provide the farmer in the Irrigation Area with guidance and some other information services by using smartphone; the information of irrigation district collected by the smartphone can be displayed rapidly and beautifully by the RIA WEBGIS, what can help managers to make decisions quickly, thereby improving the management efficiency of the irrigation area.
