As China enters the network society, netizens and the Internet penetration rate dramatically increase, internet has become the platform, with which Internet users to express their opinion or insights. Meanwhile, China is in the special period of the structure and economies in transition, the various social contradictions burst. Ttherefore the internet public opinion has features of a number of participants involved, widespread, hot events tend to negative information and high-impact. The network public opinion is a real-time barometer of social public opinion, but the liberalization and diversification of the network of public opinion is a "double-edged sword". The negative impact of internet public opinion on social public safety, stability and harmony of country, largely because of the lack of ability to deal with. How to correctly deal with the network public opinion, improve the ability of coping with internet public opinion, has become the focus and difficulty of study.In this paper, system dynamics theory is used to deal with the problem of network public opinion. First, according to literature review and the status local government responding to the network of public opinion, we summarized the key factors affecting the ability responding to network public opinion, build a system dynamics model. Simulation analysis is made toward attaching importance, improving technology updates, communicating information really and timely, improving the degree of recommendations by Vensim PLE software. Based on simulation results, some policies are suggested. At last, points out the lack of the thesis, puts forward the research direction of the subject in future.
