Iron and steel industry is the material basis for national economy and national defense construction. With the development and application of computer、network and communication technology, establishing“digital steel”has become the only way to steel companies for sustainable development. The measure information is the foundation and the guide in information construction for steel enterprise.In the process of steel enterprise’s information construction, the ERP system concerns about the top project management mainly, so it’s difficult to integrate with the bottom automatic control system, it results in“data gap”between the ERP and the automatic control system. So how to provide measurement data for the ERP system is particularly important in steel enterprise. The paper applied advanced MES theory into the measurement management information system, designed a platform for measurement data collection and management, it provides real-time, effective measurement data to the ERP system and removes“data gap”successfully, and it standards the measurement process, makes process optimization and anti-cheating for measurement. And it did following work of analysis and research:1. Analyzed the information construction status of steel enterprise in foreign and domestic and the application of the measurement management information system, and thus leaded to the necessary to build a measurement management information system, considered the“data gap”in the steel industry, the author proposed the measurement management information system based MES.2. Researched the theory of MES, three-tier C/S architecture, J2EE and .NET related technologies, middleware, then analyzed the system requirements in combination with software engineering and UML tools.3. Established system functional modules based on business process, focused on the analysis of requirements and business process for truck measurement and rail measurement, at last, discussed the implementation of the system using computer network, database and middleware technology.4. In implementation, the system adopted a j2ee-based data synchronize method between heterogeneous databases, it achieved data sharing between the Measure Management System and ERP efficiently; In the truck measurement module, it took IC card as carrier, used data redundancy method to achieve normal measure in the case of network interruption, it guaranteed the data integrity to the utmost extent; In the data collection module, it used C#.NET’s SerialPort class to complete serial data collection; The system also provided a method of version auto-update in client, it made the client program update automatically, this method improved the work efficiency and brought great facilitate for system maintenance.5. Applied the system to one domestic steel enterprise successfully, and discussed the detail application situation.
