The Design And Implementation Of The WTO/TBT Notification And Early Warning System

As the economic globalization and quick development of international trade, the traditional tariff barriers gradually reduced, technical trade barriers are becoming more and more popular,and it becomes the main trade measures for many national area nowadays, some developed countries make use of its advanced science and technology, they use trenchant technology rules, standards, and conformity assessment to set up barriers for other countries’ products, it directly effect our country’s foreign trade development, and cause huge loss for Chinese enterprises. Therefore some relevant government departments hope to establish a public information warning dissemination platform to response the authoritative of technical trade measures, it can make government departments, industrial association as well as export enterprises share their resource.The warnings for technical trade barriers mainly use the analysis and selecting for warning indicators, after analyze and process for them, the levels of warning could be fixed, When an alert need to be sent, the information on early warning systems by WTO/TBT communications, mail and paper documents may be sent to relevant departments and enterprises.This article mainly analyze and design from the early warning technical trade barriers and the bulletin and distribution of the relevant information about technical barriers, the former depend on the warning model of the technical barriers, the indicators are selected by the principal component analysis (PCA) and Delphi method, and then, the analytic hierarchy process (AHP) and Delphi method are carried out for the establishment of warning model, finally to confirm the risk level. The latter mainly aim at distribution of the relevant bulletin, standard, technology rule, Conformity assessment procedures, warning information, typical cases about WTO/TBT, according to combining the two factors, finally it can achieve the WTO/TBT notification and warning system.This paper take the analytic hierarchy process (AHP) as warning method, Visual Studio2010(C#) is used as the development tool, while the SQL Server2008is carried as the database, it completes the entire system, according to this system, it can make the enterprises understand the relevant information of the technical barriers timely, when enterprises face technical barriers trade, it will help enterprises to make decisions and strategies to reduce economic losses.
