Research And Development Of Wanning City Weather Warning Forecasting Information Release System

Wanning city is located in the southeast of Hainan province. It lies to the east of the South China Sea, south of Lingshui city, West to Qiongzhong city, and North to the Qionghai border. It is in the central of Hainan province East expressway. Wanning city is about 112 kilometers south from Sanya and about 138 kilometers north from Haikou. It covers an area of 4443.6 square kilometers. The land area is 1883.5 square kilometers and sea area is 2550 square kilometers. Half of the land area are mountains, a quarter are hills and another quarter are flatlands. The total population of the Wanning city is 554500, including 476100 Han people, 78400 the Li and Miao and other 18 ethnic minorities. There are twelve towns, three state farms, one overseas Chinese farm and one state forestry centre in Wanning city.China has achieved great development in meteorological undertakings since the reform and development. Our country has initially established a weather, climate business and scientific research system, improved the meteorological monitoring, forecasting, prediction and service level. Therefore meteorological undertaking plays an important role in disaster prevention and reduction, economic construction, social development and national defense construction. However, There still exists an outstanding problem which is the imperfect warning system in the development of meteorological undertaking. With the global climate change, the frequency of some extreme weather and climate events are growing increasingly. It threats the economic development and people’s well-being. In the past ten years, the annually affecting of the population in Wanning by the typhoon, heavy rain, strong winds, floods, heat and other weather disasters is up to one million. Therefore, we attach great importance to the work of prevention of meteorological disasters and meteorological disaster early warning emergency system construction. As a result, we can minimize the significant losses which caused by meteorological disasters and better serve the national economic and social development.According to the present situation and problems of the development of meteorological forecast of Wanning City, in my paper, I developed the Wanning city meteorological early warning information based on GIS Technology Publishing system. This system makes use of meteorology, geography information system, computer technology, network communication and other core technology to collect data of Wanning City rainfall, air temperature, wind speed and direction, and then construct Wanning city weather forecast SMS platform. By building up a database, and the idea of early warning and forecast weather experts simulate, the warning and forecast weather experts subsystems are built. Finally, using he powerful aid of GIS map display, data analysis capabilities to VS2005 as a development platform, C # as the development language, embedding ArcObjects controls, the Wanning City weather warning forecasting publishing system is completed. The early meteorological warning information will be released to real-time electronic display of the client, then the client can get real-time feedback information, so as to achieve the release of all the early warning forecast information monitoring area of Wanning city.
