Chinese people’s need for educational and cultural products is increasing on a daily basis, while in some underdeveloped regions, weak economy cannot meet the spiritual need of farmers. China has an agricultural population of 720 million. The project Farmer’s Book House started in March 2007 through the country is one of our key public cultural construction program. Up to 2009, the project has covered half of the administrative villages, and will cover all of them in China in 2012. The project has raised the scientific and educational level of farmers, enriched cultural life in the country, as well as benefited the construction of civilization in rural areas.The overall reform of cultural system in China demands the transformation of government function and the development of cultural events. Its key purpose is to vigorously develop socialist culture, and guarantee the basic cultural rights of farmers. Establishing and completing public cultural service system has become an important factor of cultural reform and a major goal of cultural construction. During such process, as a service institution providing public information source, sponsored by the government, participated by many parts of society, Farmer’s Book House enjoys a key position. We wish we can analyze their differences, further understand the Book House’s position in the development process of public cultural service system, and support the construction of the system. Meanwhile, we want to carry out scientific researches to measure the sustainable development, restrictions, and creativity of the Farmer’s Book House.The Farmer’s Book House in Anhui is developing as fast as nationwide. It started in 2007, going through the processes of trial run, overall implementation and enhancement. Anhui Farmer’s Book House has made huge success, with a preliminary coverage throughout the province and an initial administration regulation. It has satisfied further cultural needs of farmers, as well as realized innovation in practice. The project must strive for its sustainable development. Major problems that occurred in the project are:vague positioning in public service system; short of efficiency; weak development in digital library; not ideal developing environment. Policies that push forward the sustainable development of the Farmer’s Book House Project include:clarify the position of the project in public service system; raise its efficiency; promote the development of its digital library; improve its developing environment. The Farmer’s Book House can and should take more responsibility in construction of the public cultural service system. At a time of mass reading, Farmer’s Book House faces both opportunities and challenges of the digital era. We believe that the digital Farmer’s Book House will go even further.
