We live in a risk society full of crisis. We focus on crisis communication and getthe risk information by the greatest extent in order to better live.Compared with ordinary communication, the crisis communication is specialbecause of its confusion.The meanings of the signs of the crisis infoumation are notsettled or established, and the relation between transmittings and receivings is out oforder. The crisis information system is intact, but we can’t understand it well withoutidentified symbol meanings. Crisis is defined as crisis information in the crisiscommunication, and the definition is abstract. This definition is facilitate for theresearch. The quality of the information between transmittings and receivings is not inequilibrium. The crisis information is strengthened or reducted in the disseminationprocess. Transmittings decide the modes of crisis communication and they define thesign meanings of the crisis information. In addition to these, they control the massmedia. Receivings are too fear to face crisis and to think about it. They form a groupor join an organization to protect themselves. It is unexpected that the group and theorganization make them feel more dangerous. Gustave Le Bon called them‘thecrowed’in his book which was named《The crowed:A study of the Popular Mind》.There is no clear standard about crisis information balance. The balance of theinterests between transmittings and receivings is very important. The independentmedia may make the information balance from unbalance in the crisiscommunication.This article are explained by theories of Communication、Sociology、GeneralSemantics and Psychology, and try to find how to make the infoumation balance inthe crisis communication.
