As China increases investment in Public Libraries, how to measure the efficiency of the library becomes an important issue. If public libraries can convincingly prove their economic value or their economic impact, it would be a powerful data support for the financial allocation from the government.Above all, this study introduced the economic impact analysis method comes from Economics as the tool of assessing the public Libraries’economic impact. Based on thoroughly literature review of economic impact analysis and current development status of public library economic study, this paper intends to build a measurement frame to calculate the economic impact of Chinese public library. This study take Hang Zhou Library as the empirical research object and make use of public library economic impact measurement frame to calculate the economic impact of Hang Zhou Library on Zhejiang province.During the specific assessment process, input-output model was established and all kinds of coefficient and multipliers were calculated on the base of Zhejiang 2007 input-output table Designed the questionnaire and employed random sampling survey of 500 users to gather the statistical data of library users’consumption data.Through Hangzhou library final demand series and output, GDP, income, employment multiplier, the economic effects in Zhejiang province economy brought by Hangzhou library was measured.The original value of this study is a general measurement frame for the economic impact assessment of Chinese public libraries. It will provide reference information for researchers to carry out further evaluation of the economic impact of Chinese public library.
