Research On Economic Value Evaluation Of Henan Provincial Library Based On Cost-Benefit Analysis

The development of the library of the public finance and cost,will inevitably face the taxpayers and the public financial management departments question on investment benefit,which requires libraries to describe itself can produce what kind of benefits.At present,with the rapid development of China's social economy,the gradual increase in the national public cultural field of capital investment and capital investment must obtain considerable depth,the rate of return on investment in the public library,the effect of the use of funds has become the focus of society.The library of Henan province is no exception,the research library of Henan province economic value assessment has important practical significance.In this study,the library of Henan Province as the research object,from the perspective of economics and management,using cost-effectiveness analysis(CBA)to evaluate the economic value of public libraries,provide an important reference for decision-making,but also provide a new thinking and method for the research on the library sustainable development.On this basis,this study is divided into six chapters.The first chapter is the introduction.It mainly introduces the research background,research significance,research methods and so on.The second chapter research status.The research status of cost benefit analysis and review of domestic and foreign libraries.Theory and evaluation method of Library economic value analysis of domestic and foreign research status of economic evaluation of public library.The third chapter is the evaluation of the economic value of the library based on cost benefit.Cost benefit analysis,cost benefit assessment and library economic value evaluation.The fourth chapter is the construction of the economic value evaluation model based on cost benefit analysis.Build a library of economic value evaluation model based on cost benefit analysis,mechanism analysis on elements in the model,including a clear investigation based on cost benefit analysis of library assessment of the economic value of the object,determine the evaluation methods including service users,market substitute matrix and determine the replacement value,questionnaire survey,evaluation framework selection,implementation method,calculation method etc..The fifth chapter is the construction of the economic value evaluation model of Henan Province Library Based on cost benefit analysis.First,determine the research object for the user and the museum visitors,then determine the benefit evaluation method of library service project in Henan province analysis method combining consumer surplus method and contingent valuation,and then determine the relevant data of Henan provincial library services statistics,moreover,the use of contingent valuation method and consumer surplus analysis method the library service project in Henan province assessment results,the calculation results of the library of Henan Province: benefit cost ratio 1.33:1.The assessment results and experience were almost the same,which shows that the model is useful and reliable,practical,government investment and library income is clear,which can fully reflect the social influence on the regional library.This study can provide an important reference for the decision-making of the Department in charge of the library.At the same time,it also provides a new way of thinking for the sustainable development of library.Inadequacy of some factors involved,such as influence factors,the economic value of public libraries lack of assessment and data acquisition of library intangible value evaluation model,deviation limitation,leakage deduction problems,need to be further empirical evaluation study.
