Production is related to national security interests of the masses with a major event in people’s lives and property relations, the relationship between reform, development and stability. According to the State authority statistics, the annual global death toll at more than 10 major mine to 90% have occurred in China, only 2002 to 2009, this 8-year period, China mine death toll as high as 41,064, while the U.S. mine death toll is only 277 people, China mine death toll is 148 times the United States. Thus, compared with developed countries, China’s manufacturing enterprises, especially in the security monitoring tools and emergency rescue still a big gap. How to design a set with all levels of government and business to improve the level of monitoring and rescue capabilities of the system has far-reaching practical significance.In this paper, Chengde all iron ore tailings for the research enterprise of the object, from the government and the actual needs, based on things and GIS technology, design and development of the "safety monitoring and warning systems and emergency rescue command system." Paper systematically describes the overall structure of the system, focusing on "emergency rescue command system" in the emergency rescue resource management module, management module emergency response plan, emergency rescue incident response alarm module, a major accident simulation analysis module, the implementation of emergency rescue module, accident reporting and investigation module features, processes, and achieve results, the current in the system has been put into use throughout the city of Chengde, built a total of 11 command center, the tailings of the region 548 to install video surveillance cameras, level more than other collector 7000, has been basically achieved the coverage of the region and monitor the tailings.The system from October 2010 to May 2011 for a test run, during which there were 15 cases of all types of accidents, rescue organizations, the corresponding 2, police and rescue accuracy of 100% success rate. Through the use of the system greatly reduces the probability of accidents, improve safety supervision department of management decision-making level, but also led to substantial growth in corporate earnings, economic and social benefits to achieve the double harvest.
