In recent years, with rapid growth of industry, unpredicted environmental pollution accidents tend to rise and directly affect public health, as well as personal property and safety. Due to its uncertainty and diffusivity, how to use realizable technologies to monitor the scene of accident and put effort to harm reduction has become much focused argument to EMD(Environmental Monitoring Department). By researching massive literatures and visiting related department to acquire the detailed requirement, this article offers an integrated solution which includes data and decision support to EMD, in order to enhance environmental pollution emergency monitoring.Based on WebGIS, EPEMS (Environmental Pollution Emergency Monitoring System) is designed under the principle of "Integrated Planning, Hierarchical Processing and Module Designing". EPEMS is realized by using modern programming language C# and many development frameworks. EPEMS includes portable instrumental networking system and rear software system, consists of hardware and software solution, and extensive system to EMD. |
