For the purpose of the Green Olympics,Qingdao City Environmental Protection Bureau starts the task of constructing Environmental Monitoring Command Control Center,which can improve environmental enforcement response capability.By this Center, City's major sources of pollution Exhausting will be good controlled, that's will make the environmental management to the automationization, networking, and informationization.This thesis takes the Qingdao Environmental Protection Bureau Environment Conitoring Control Center project work as a background. Embarks from the project construction's request, unifies the actual situation of Qingdao City environmental protection work has carried on the careful investigation and study and then takes out the earnest plan and the detiled design. This system provides the powerful information management platform for the environmental protection work of Qingdao City.The system has included several subsystems such as pollution source control subsystem,video monitoring subsystem,environment function subsystems and so on geographic information subsystem.It has also realized the function of OA system, 12369 hot-tel supervision system etc. which are intergrated in management platform.There have been three problems faced in environmnetal protection field of Qingdao City: First, facing the great amounts of data from environmental information lacks the issue methods which are economical and can be direct and visual gained data from environmental information is unable to carry on the effective analysis and reusage. Second, the data category is complex and the data structure is various, users do not have the synthesis effective memory access mechanism. Third, along with the in-depth development work of environmental protection informationization construction, the environmental infomation systems are redundant rebuilded.every infomation system worked independent, lacked effective conformity, and this kind of situation is serious and common.In view of the problem above, this thesis has done a series of research. First, has maken the system objective and the function clear. Using software engineering's demand analysis method designed and suited C/S and the B/S structure mixed system application construction. Then, it has realized the environmental monitoring data and the environment-geography information data unification memory connection visit based on Microsoft SQL the Server, and serves the platform by ARCIMS as the WEBGIS application server who has provided the environmental protection information geography information demonstration function through the ArcSDE service engine. Finally, based on the .NET frameworks,used the object-oriented design and the programming method has realized the integrated management platform module detailed functions.This system present, in the similar system belongs to the leading status in our country.In Shandong Province it is the only environmental infomation system integrated data monitoring, video monitoring, service appling, GIS and the information portal. The system investment movement receives related has led the expert and the environmental protection worker's high praise. System is modulized designed, it may be adpat to different customer demand in many application subsystems, has the very high promotion and application value.
