With the rapidly development of information technology and the level of industry information is improved steady, the various applications system based on technology information would be taken more attention by more and more people. Environmental emergency management platform with its unique advantages becomes an important part of urban environmental protection work which takes active part in the city urban environmental protection.According to the environmental construction business conditions and system requirements of Tianjin, by field analysis and design, we’ve complicated an environmental platform which on account of the object-oriented technology. Firstly the thesis introduces the research background of the system, the significance of the project, domestic and foreign development present situation and the paper research content. But the technology contents advantages, Portal technology and SOA architecture of Java platform in detail. In the system development process the first is to analysis of demands of the system. Then by the research needs and requirements analysis aggregation grooming, we may summed up the specific needs of users. After that we apply UML modeling language for system modeling to complicate the application use case diagram of the system and the need of the statute and then summarized the nonfunctional requirements of the system. At last, on account of the structure of the system design, the design of the data table and the former phase interface development to build an environmental emergency management platform which based on B/S three-tier construction with Java technology and on the basis of Oracle background data. This system is divided into the front desk and background management module which achieve the following functions. Such as implement the water pollution, monitoring and early warning data review, analysis of pollutant concentration change, pollutants exceeds bid number statistics document directory and upload documents and my documents and so on. The system is implemented based on the city environmental protection standard, enabling urban environmental emergency treatment, environmental data and centralized management. It features reasonable design and easy maintenance, etc.
