The environmental pollution accident is a kind of out of control accident. It has the characteristics of suddenness, multiplicity, no organization, grave harm and so on. However, with the fast development of industrialization, the environmental pollution accident frequently appears. It badly influences the local ecological environment and the inhabitant. Nowadays, the grave harm of the environmental pollution to society has become one of the questions which the world pays most attention to. At present, the only effective solution is to establish an effective emergency processing mechanism. In this paper we first discussed the research and the development of our environmental pollution emergency system. Based on the WebGIS integration, this environmental pollution emergency system realized data sharing of each department's resources. Besides, in order to cooperate with emergency decision, we used three dimensional graphics production technology to simulate virtual scene of environment pollution accident.In the virtual scene of the pollution accident, the dynamic simulation of polluted airflow is undoubtedly an essential technology. The natural scenery simulation is continuously an important content to the computer graphics research, and simultaneously is a very difficult one. This paper mainly proposed a novel production algorithm of the airflow in the natural scenery and its realization technology in the virtual scene.In the environmental pollution emergency system, it is very important to real-time simulate the pervasion of the polluted airflow. Therefore, to satisfy the requirements of real-time and reality in the simulation, we used the discrete thought, and then proposed a fast and simple mathematical model based on the particle system. Using this model, we could directly established mathematical model for two phenomena of discharging the waste gas and divulging the virulent or noxious gas. Finally based on this model we designed one production algorithm of polluted airflow. The simplification effect of this algorithm was greatly effective, and the realization was very simple.During drawing the three dimensional scene, we mainly used texture mapping technology to meet the requirements of real-time.
