The network training is in the advanced teaching thoughts, training theoryand method of learning under the guidance of course based on Web. The training process hasinteractive, sharing, openness, cooperation, autonomy and other basic features. The networktraining platform is the use of Internet technology, based on the establishment of a Web supportand management’s training process, to provide sharing of learning resources and multimedialearning tool’s virtual learning environment. In order that the network training implementationprovides a basis for communication and management’s training services, it’s also retraininginformation the inevitable trend of the development.This paper which analysis of domestic and foreign distance education standards, norms andbased on the development of network training platform gives a relatively complete networktraining platform design. Through the current most network training platform technology forcomprehensive analysis and comparison, combined with the Shanwei Inspection QuarantineBureau’s the existing training methods and requirements, using the B/S Network Frameworkand JSP Technology, at the same time, using Oracle as a database storage and migration tools fordevelopment，systematic elaborated the development process of the main problems needed tobe solved, to put the network training platform of training support system and control systeminto practice, to the administrative institution information construction in network trainingplatform construction work to provide reference for further study.
