Design And Implementation Of The System Monitoring And Management Of State-owned Assets Of Administrative Institutions

The asset of administrative institution is important foundation for developing national economy and the safeguard of building socialism with Chinese characteristics. For years, financial departments, competent departments and administrative institutions at all levels actively explore effective forms of developing, administrating and using state-owned resources and assets, having done much work on management of state-owned assets, and made considerable result. However, the scale of state-owned resources and assets is not clear, the nature of paid use is not be realized clearly and management system is not sound, collection measures are ineffectively. As a result, the scale of paid use state-owned resources and assets is small, the phenomena of wasting state-owned resources and assets in some fields is rather serious, paid use income loss contains danger. Income is concentrated in departments and welfare, which is obvious in some places. The consciousness of property right of some administrative institutions is weak, which result in unclear of internal property right; some institutions exisit the thoughts of emphsize money and purchase, neglect goods and management, randomness of purchasing and handling assets is strong, purchasing assets repeatedly still exsists; in some institutions, assets account is imperfect, the amount of assets outside account is large, basic foundation is not clear, lack of regular management; some institutions do not administrate orderly non-management assets transforming into management assets and magege badly. The layout of assets is decentralized and using efficiency is low. Therefore , state-owned assets supervision management is very important for enhancing management of the assets of administrative institution to make full play of social function.Based on the state owned assets administration and technical requirement of the administrative institution and combined many years practice, this project introduces the structure and functions of monitoring system of the state-owned assets supervision management of the administrative institution. The main scope encompasses the life cycle of state owned assets, as well as the management links such as allocation, utilization, disposal, appraisal and returns. Through the card management function, assets files are created. With the various business registration system functions, asset management accounts are formed; with the data exchange center functions, assess business application, approval and records are realized; with the asset reports and comprehensive analysis function, the decision basis are provided for finance department and administrative institution. Meanwhile, from the software design aspects, the paper gave us detailed descriptions of the database design, system structure design, and other key techniques of the system. In this way, it will help administrative institution to manage state-owned assets more effectively and more comprehensively, as well as tracking management and real time supervision are realized, thus it will enhance the safety and integrity of administrative institution state-owned assets.
