There are more than 100 thousand of members serving for the administrative enforcement in our province. The staff needs to be trained to improve their quality, which is also the essential way to enhance the efficiency of administrative enforcement. According to the rules of our province government legally system, the whole staff are supposed to renew theirs certificate once every three years. They must be trained and take an exam. They can obtain the new certificate only if they pass the exam.This software system aims to solve the problems that occurred during the training. Since there are more than 6,000 administrative enforcement officers in Changchun and they are trained once every 3 years. About 2,000 officers are trained on average each year. During the training, the training departments count the attendance by signing the signature which costs lots of time and works, and the analyzing of the statistic is also extremely complex. The system is designed to solve the problems that occurred due to the lack of data support and systematic training program. The system begins with a deeply discussion about the difficulties occurred these years with staffs who have worked for many years in the administrative position.This thesis talks about both the training of administrative enforcement officers and the analyzing and designing of this system. All the technological programs are discussed to analyze and design this system and the reasons why these technological programs are applied in details. The system is developed based on the actual situation.During the formal system is developed, the detailed process design was analyzed and designed based on the object-oriented development methodologies and Unified Modeling Language (UML) . The paradigm of regulation for database design was used as time. The delphi7.0 was selected as the programming language of attendance system, and Microsoft Access was the database management system. The overall logical structure of management information system development based on the life cycle was applied to make sure that the whole system was completed within the planning time. And during developing of the attendance system, it added each critical stages to link to evaluate. The importance to evaluate the system is one of the important parts of this topic since the evaluation stage is an important part of the system development process which can avoid the serious problems occurred and provide a reliable guide and the basis for the next stage of assessment.The system uses RF IC card (radio frequency card) to achieve the operation of the attendance system. The RF IC card was developed recent years which is a new technology combine the radio frequency technology and IC card technologies together. It solve the problem about the no power and RF data transmission problems, thus, it ensures a fast and easy way for multiple people to tap the card. Also, it combined with multi-threading technology for connecting multiple RF IC card machines together to ensure many people to tap card at the same time to guarantee the efficiency of attendance.The main functions of the system include: managing about the administrative enforcement officers (collective and individual maintenance of import); initialization of the attendance card (for each of the administrative enforcement officers to attend the training initialization IC card, and the card contains basic information about the administrative enforcement officers), training courses set, the training time, setting attendance, attendance statistics, attendance results output.
