Nowadays, there are many problems in waste pager purchasing process. Various links of this process don’t work very well as a union, trade data is kept by different workers which makes it to manage. What’s more, the detector may give an unreal score for the one he familiar with, and then it will cost the waste paper purchaser a huge fortune. What’s worse, some extra workers are needed in the kind of work mode, which increases the waste paper purchaser’s labor cost. Those mentioned before is the background of this project.In order to solve these problems come up with above, this project puts forward some solutions. The detecting monitoring system developed by the project can prevent from cheating behavior in the weighting process. Three detectors check the goods independently and unable to change the data. The manager is the only person who has the rights to rewrite all detecting data, and then it can avoid cheating trades effectively. The wastepaper purchasing detecting monitoring system is consisted of license plate recognition subsystem, weighting subsystem, handheld terminal and database subsystem. The detecting management system achieved the following functions: plate numbers automatic identification, auto-weighting, saving and querying photos and detecting data, auto-counting, hierarchical management, printing and so forth. The system basically achieves reasonable and intelligent management; meanwhile, fewer workers are needed in this detecting monitoring system, which reduces a great deal of labor cost. .The project is programmed by the graphic language LabVIEW. The communication between computer and handheld terminal is achieved with the help of wireless module. The weighbridge transmits weight data signal through serial port and to be read by LabVIEW’s VISA module functions. The plate number recognization system is achieved with the help of the functions of the LabVIEW’s Vision tool kit and responding examples. The project database is built and maintained by the functions of LabSQL tool kit.
