With the rapid development of mobile communication and Internet, the industry of handheld terminal is changing rapidly in technology and products. The industrial handheld terminal, which is represented by barcode reader and payment terminal, has a wide utilization in warehouse management, transportation, parking management, electric-power industry, finance and insurance, entertainment and other various industries. It brings efficient and convenient management operations to companies. Meanwhile, the consumer handheld terminal, which is represented by smartphone and tablets, is widely used. However, with our increasing dependence on handheld terminals, we frequently meet unexpected problems. Therefore, aiming at those multifarious handheld terminals, we need to establish a unified, transparent, mass and trans-territorial monitoring management, which is an essential point of the new IT operation.Based on the social situation above and the reading of many references, this paper provides a detailed analysis of the Android, explores thoroughly of Hibernate and Struts and encryption algorithm, and designs the monitoring system based on Android handheld terminal. Through detailed design, we conclude that the system is divided into two parts, the Android part and the server part. It is very significant to develop the functions consisted of terminal status detecting, location information monitoring, manipulation information monitoring, fault information monitoring, user management, property management, upgrade for terminal and file push. The modules of terminal status detecting, user management, property management, location information monitoring and upgrade for terminal are initially implemented. Terminal status detecting and location information monitoring are the most important modules. The information of terminal type, the ID of machine, IMEI, software version, turn on time, online state and location is collected from Android part. Then, the data is transmitted to the server according to the specially designed communication protocol. Finally, the information is shown on the interface.In conclusion, the experiment data shows that the monitoring system based on Android handheld terminal has good stability and effectiveness. Also, from the research of domestic and international market, foreign manufacturers have been introduced a variety of perfect terminal management products which suit for multiple operating systems, whereas the domestic terminal management technology researches are based more on the specific application of the project. In this paper, the design of the universal system can not only avoid duplicated research and development, but also reduce the development cost. It takes the first step in catching up with the foreign terminal management development.
