Time unified technical is a new technology to meet the needs of missile and aerospace. Withthe development of modern weapon equipment, electric power, communications, navigation, andso on, a growing number of scientific and engineering areas that require time synchronizationtechnology. IRIG-B (Inter-Range Instrumentation Group-B) code generator is one of the mostimportant parts in the time Unified Device. It usually receives the signal sent by the ground centerwhich have the atomic clocks, then creates the synchronous time codes. That will be ensure all of theequipment in the system of measurement and control have the same time.With the needs of the defense development, flight test and space missile experiments needbroader regional which lead to must ensure the equipment that distributed in different regions use thesame standard time. The used methods include:(1) The ground base station broadcast standardtime signal through the radio wave;(2) Use the time unification vehic le which have the atomic clocks;(3) Use atomic clocks directly. However, these methods have many shortcomings such as thegeographical affection to the radio signal; signal coverage area is small; not suitable for flighttest; costly too much and so on. For these reasons, traditional methods become stretched inresponse to a number of occasions. With the development of technology in the satellite time,time unification based on it have many advantages which include a wide range of signal, highprecision, low cost, easy to use and so on.On the other hand, China’s Compass Satellite Navigation System with independentintellectual property had to launched the first network satellite since2007year, have built to alocal system which can cover the Asia-Pacific region, provide a reliable signal, accuratepositioning and timing services. Developing the Compass satellite Navigation System terminalsvigorously is good to promote the construction of the system. This paper proposed the solutionof IRIG-B code generator based on ARM+FPGA that portable and easy to control. The designhas these characteristics such as low power consumption, low cost, high precision, goodreliability and so on, and it has practical value.This article firstly introduces the developments of time unification technologies and designprinciples, then accordance with the development steps to present the details of the portable andeasy to control Compass time IRIG-B code generator’s implementation such as the design ofhardware and software, at last this paper finished a brief summary of the design process andmade a brief discussion about the development direction of the IRIG-B code generator.
