Chinese TV legal program arose in the early period of the reform and opening up andboomed at the turn of the century. Its development was accompanied by the developmentof Chinese economy and society, people’s desire for legal knowledge and the improvementof legal system. Now since a series of widely known legal columns take shape and Chinesecentral government and some local provinces and municipalities set up political and legalchannels, TV legal program has been one of the important TV programs in China. As aflourishing news phenomenon, whether for its definition, narrative style, guidance ofpublic opinion or for its advantages or disadvantages, TV legal program has been discussedby the press and educational circles all the time and there exist some disputes over theunderstanding of it.A feature program on law Three People Debating the Law appeared on the screen at21:20on January1,2012---a traditional playtime of Hunan Satellite TV. This program isproduced and hosted by Zhang Dandan and the celebrated lawyers Chen Xu and Yu Jingare invited to act as guests. It based on typical cases attempts to spread legal knowledgeand advance the process of the rule of law in Chinese society through the confrontation ofopinions of the debate parties.The appearance of the program Three People Debating the Law isn’t occasional.While it looks like an active response to the restraining order on entertainment of the StateAdministration of Radio, Film and Television, it actually accords with the new thinking ofChinese central government on the reform of TV programs, the need of Hunan Satellite TVfor program innovation, the objective principles of media competition, the demand of theera and people’s desire for legal knowledge. So this paper tries to analyze the definition oflegal programs, the background and current situation of the development of legal columns,the features and existing problems of legal columns with Three People Debating the Lawas the object of study. In the process of research, I apply a great amount of quantitativeanalysis and text analysis to discuss the programs in depth and represent the characteristicsof orientation, style and form of Three People Debating the Law from many aspectscombining the entire tenet of Hunan Satellite TV. Meanwhile, I concentrate my efforts onexploring why it can achieve the seventh place in the national viewing rate as a featureprogram on law founded under the background of the restraining order on entertainment. Iconclude the success and failure of legal columns through various analyses and putforward the existing dissatisfactory aspects such as the lack of interactivity, the narrownessof the content and the topics and the imprecision of the language of the program.Ultimately, I sincerely raise my suggestions to the column and unaffectedly hope tohelp the column to expand its influence and enhance its quality. Moreover, I hope my small suggestions could contribute to the development of Chinese TV legal program.
