Research On The Implementation Effect Of Existing Graduate Scholarship System

2006, Ministry of Education begin to reform the Training mechanism in the field of graduate education. Since then, the graduate grants system that "An exam determines the fate" is broken. Only the first year’s scholarship is based on the entry requirements and the rest depend on the performance in the following years. The funding is now dynamic adjustment and redistribution. New fellowships system is focus on both funding and incentive function, the idea is advanced, and the starting point is in favor of postgraduate education. However, as a student of graduate, which is a member of the universities that have carried out the reform in educational cultivation system, found in the personal experience:all colleges and universities in the pilot process have some doubt, and the attitudes of graduate students to the scholarship reform is also mixed. The fellowships system reform is of great significance, related to the future of the reform. The main content of this Paper are as follows.The first part is introduction, including a brief description about the background of the problem, research ideas and methods and a brief summary of the existing literature. The second part focuses on the history and the implementation intent of the present postgraduate scholarship system. On history, the development of the postgraduate scholarship system can be divided into three stages:embryonic stage, general scholarship stage and credits tuition stage. The third part is briefly explain the theoretical basis of the implementation of the current fellowships system. The fourth part presents the current situation of implementation of the system of fellowships through questionnaires and unstructured interviews. The conclusion is the effect of the implementation of scholarship system should be affirmed, but insufficient still exist. The positive part is the current fellowship system is more incentive than ever and can make graduate students spent more time in the learning and research. The negative effects are leading psychological pressure to some graduate students and influence the innovation of the academic achievement in scientific research. Part V proposes the countermeasures which can enhance the implemented effect of the fellowships system, Such as:to ensure adequate source of scholarship funds to expand the scope of incentives; scientific and rational assessment of graduate students; for strengthening the study of education, the motivation of the correct graduate; rational allocation of scholarships and grants.
