The Research Of Graduate Scholarship System Under The Cultivation Mechanism Reformation

Graduate Scholarship System is a kind of education funding system which guarantees the graduate students'life and learning as well as strives to achieve the incentive effects for the graduate students. The "National education reform and development of long-term planning programs (2010-2020)"clearly states that to improve the system of national scholarships policy is very important after graduate education fee system implemented. The Graduate Scholarship System in our country is still in the exploratory stage so that we need to take full account of the actual situation of our graduate education and learn from foreign experience in order to improve the present scholarship system. Therefore, how to judge scientifically current situation, problems and future trends of the Graduate Scholarship System so that take effective way to improve the existing system of awards and funding policy to ensure the quality of graduate education, and promote the sustainable development of graduate education, training more innovative talents, which constitutes the major proposition in the area of graduate education and management.Based on this consideration, this article is trying to build the graduate scholarship system from a new perspective on the basis of the original system. By analyzing we can find that to construct a scientific Graduate Scholarship System under the constraints of polity, economy and society is full of challenge and opportunity. Since the reform of graduate education system in 2006, the propose of the construction of a new system of graduate scholarship policies has been attracted much controversy, such as scholarship system replace publicly funded system, tutor-funded system and the system of research assistant, teaching assistant as well as management assistant. And the contradictions presented by the controversy triggered fierce trend. Graduate Scholarship System is the quality assurance of graduate education, which is an important factor of cultivating creative talents. Therefore, with our current development status of graduates scholarship system, supported by education cost sharing theory and motivation theory, in reference to the experience of foreign graduates scholarship system, this article designs two-factor graduates scholarship system. Through the use of two-factor graduate scholarship system, it will effectively encourage graduate students' research potential, promote communication between teachers and students and enhance teamwork, form a very unique spirit of academic tradition, which has very important practical significance of improvement of the quality of graduate education.This article is divided into five parts. The first part introduces the background and significance of the research, lists the main contents of reform of graduate training mechanism, through literature analysis to determine ideas and methods of this study. The second part describes the basic theories which are required to design system of graduate scholarships. The third part analyzes the foreign graduate scholarship system development experience, combined with China's actual conditions, to refine the contents of reference for ours. The fourth part makes the analysis of the status of new graduate scholarship system in the context of graduate education system reform so as to improve the existing system and provide a realistic basis for scholarship. The fifth part proposes the design of two-factor graduate scholarship system on the theoretical and practical basis.
