Basic medical resources to carry out basic medical services on the basis of itsconfiguration level of the relationship between citizens’ basic health rights, urban and ruralresidents should be equitable access to a roughly equal basic medical resources, urban andrural basic medical resource allocation to the equalization of social fairness and justice isalso an important aspect of basic public services equalization.This paper aims to promote urban and rural basic medical resource allocationequalization provide theoretical support and policy advice to improve the rural basicmedical backward state to promote the equalization of urban and rural basic medicaldevelopment has a certain theoretical and practical significance.The basic idea is configured on China’s basic medical field, human, material andfinancial resources for urban and rural contrast, an objective reflection of the gap betweenurban and rural areas, in-depth analysis on the basis of the gap between urban and ruralareas causes, targeted to make policy recommendations.First, the use of medical resources, statistics collection, processing and analysis ofurban and rural basic medical resources configured for comparison. Concluded that thebasic medical manpower, material and financial resources, urban configuration status ofurban-rural inequality is obvious, far more than the rural city. And this disparity further theinterests of the health of residents in rural areas can not be guaranteed and hinder thebalanced development of urban and rural areas, the impact of social harmony and stabilityand a series of serious problems.Secondly, the analysis both from the government, the market-depth analysis of the gapbetween urban and rural areas causes, the conclusion is that the gap between urban andrural areas on the one hand due to the Government’s fiscal system, urban and ruraldevelopment policies and basic health care system, on the other hand, the medicalmarket-oriented allocation of resources caused further polarization of the situation of theurban-rural inequality.Finally, make policy recommendations for urban and rural inequality reasons, the conclusion is that government should play a leading role in the rational use of marketmechanisms to expand basic medical resources investment, improve the financial system,the basic health care system and the urban and rural basic medical development policy.
