Study On Equalization Of Basic Medical And Health Services Between Urban And Rural Areas In China

As China's economy continues to develop,people's living standards improve,people's demand for medical and health services also increased.In spite of our country in the field of health has made some achievements,but in China's medical and health services are growing at the same time,China*s urban and rural basic medical service level appears huge gap and increasingly clear and conspicuous.General secretary Xi Jinping once said that without the health of the whole people,there is no comprehensive well-off.Was to solve good grass-roots people in medical treatment is difficult and expensive to see a doctor this problem,we should strive to promote the work of medical and health service center of gravity,efforts to narrow the gap between urban and rural areas,to provide more convenient,safe and effective medical and health services for the broad masses of the people.The gap between urban and rural areas will not only harm the health of the people,but also with a series of social problems.Therefore,it has become the focus of government work to solve the problem of medical treatment,which is the key to solve the problem of medical treatment is the construction of a complete basic health service system.Recently,the State Council on urban and rural residents basic medical insurance system,we should establish a unified basic medical insurance system for urban and rural residents.This initiative on the basis of fairness and justice,to a large extent to ensure that rural residents can enjoy the same basic medical insurance and urban residents,to promote the overall development of society.The balanced development of the basic medical and health services between urban and rural areas is in line with the purpose of our party and government.Throughout the social and economic development,the problem of farmers is always a problem,only to solve the problem of farmers,the economy can sound development.Government to increase investment in rural areas of funds,so that the basic health services in rural areas of universal implementation,will greatly promote the harmonious development of society.The study of the gap between the basic medical and health services between urban and rural areas as well as the degree of equalization has important theoretical significance and practical value.This paper aims to promote the realization of the equalization of basic medical and health services between urban and rural areas in China,analyzes the current situation and puts forward the corresponding countermeasures.The first chapter describes the thesis research background,theoretical and practical significance,and through the collation of the literature at home and abroad,a general understanding of the basic medical and health services and research,lay the idea for this study.The second chapter from the relevant theory of first through a variety of concepts defined,probably the understanding of basic medical and health services and the equalization,then from the public goods,welfare and justice three aspects to elaborate the importance of urban and rural basic medical and health services equalization,set the theoretical basis for the foundation.The third chapter of this paper respectively from China's urban and rural medical and health expenditure composition,per thousand population health technical personnel number,per thousand population medical beds,the hospital work efficiency,urban and rural infant and maternal mortality rate to analysis of China's urban and rural medical and health inequality.And then through the analysis of the status quo,it is concluded that this inequality is caused by several reasons.The fourth chapter of this paper,through Jiangxi and Zhejiang Province as the research object,through the different indicators of data from 2010 to 2014,from the starting point,the process and the results of the empirical analysis of three aspects.It is concluded that there is a gap between the medical and health service between urban and rural areas,the gap between urban and rural areas,between rural and rural areas,and should be paid attention to.On the basis of the analysis above,this paper puts forward reasonable countermeasures and suggestions on the basis of the analysis of the previous chapters.First,according to clear all over the province government duties and scope of work,rational division of local government financial authority and powers,and actively improve the performance appraisal system at all levels of government.Second,increase government investment in rural health funds and personnel.Again,breaking the two yuan structure of urban and rural areas,improve the reform of the household registration system,to further improve the degree of inequality.Finally,through a series of measures to narrow the income gap between urban and rural residents to improve the basic health services in the urban and rural areas of inequality.
