Design Study Of Our Country Public Hospital Performance Evaluation System

Public health care system follows the principle of public welfare, public hospitals performtheir social responsibility is the basic requirements to ensure the citizens’ right to health,reflects a country’s core values and social fairness, but also is an important criterion to judge thedegree of civilization of a country. Establish a scientific public hospitals performance evaluationsystem to guide the public hospitals keep a watchful eye on the hospital run performance at thesame time to return to the principle of public welfare,not only the new problems faced by the health care reform in China, but also a hot topic in the community of common concern.Paper from China’s new medical reform policies,commentson corporate social responsibilitytheory, stakeholder theory, and other related areas of research, describes the significance of theestablishment of the multiple evaluation system of public hospitals, defined in the "dual" identityof public welfare and economy of our public hospitals,and selects the corresponding evaluationindicators, builds a new public hospital performance evaluation system from three aspects ofsocial performance、economic performance and internal operational performance.At the same time, paper fists and optimizes all indicators with expert advice, factor analysisand analytic hierarchy process, confirms the weights of different indicators, and selects twopublic hospitals using descriptive analysis process, develops empirical study according toidentified evaluation index system. The results show that our public hospitals in order to fullyimplement theprinciple of public welfare has taken a number of measures, has made considerableprogress, but there are still many problems to be solved. Analysis of the root problem, theestablishment of a scientific and rational public hospital performance evaluation and guide thework system, not only contribute to the achievement of checking and controlling public hospitalsthrough scientific and reasonable way, but also provides a good basic for follow-up studies.
