| Since 30 years of reform and opening up,with the rapid development of economy,people’s requirement of health more and more high.The party and the government gradually increased investment in public health care,with comprehensive health insurance,medical insurance for urban residents,migrant workers and other health care national health insurance implemented gradually,a new round of reform has officially started,the reform of public hospitals has become the focus and core public hospital reform is to strengthen the performance appraisal reform.Public hospitals should adhere to the "public welfare" nature,improve internal management,and establish a reasonable design,the fair distribution of effective incentive mechanism.According to the key performance indicators(KPI)principle to construct a set of public welfare performance appraisal system,scientific performan ce management of public hospitals,through discussing the theory of performance evaluation,selection of evaluation index,the index weights,the target value set for research,from public hospitals to provide a comprehensive with reference of the performance evaluation index system.In this paper,the detail of the KPI public hospital clinical department performance evaluation index system based on the first,according to different categories of departments using the analytic hierarchy process(AHP)to study the weight coefficient KPI two indicators,through the consistency test to calculate the dimensions of the weight coefficient normalized.Secondly,according to the SMART index selection the principle of using Delphi method to determine the index weight and the selection of four grade three level evaluation indexes.Finally,through the questionnaire survey was carried out on both sides of the public selection index further research.Finally formed a set of performance appraisal is not only applicable to the public hospital,but also can reflect the public interest of the clinical department performance evaluation index system.The results showed that:(1)The different staff assessment should be different in different departments.Assessment indicators are in line with the hospital development strategy,for the hospital to improve the level of medical quality management,to strengthen the management of the hospital,has played a positive role.Hospital according to different periods of the medical environment and their own size will have a different development strategy,the Department and individual performance assessment indicators to choose according to the different stages of development of the hospital and different.However,different types of depa rtments have different emphases.(2)Assessment should take into account the needs of both doctors and patients,reflect the requirements of public hospital public welfare.Patients with emphasis on medical quality and medical service humane care,and medical staff emphasis on efficiency and safety of health care,both sides synthesizes the different requirements,evaluation index which can reflect medical services and social welfare will show in front of the patient.(3)The assessment indicators should be timely and accurate.Performance evaluation indicators should be able to accurately reflect the assessment intent,rather than indirectly reflect the definition of the index itself is not clear,assessment indicators to have access to and timeliness.The contribution of this paper is to set up a fair and reasonable performance appraisal index system of the effect and its application to a three level of first-class comprehensive hospital,resulting in a relatively good. |
