Since the Third Plenary Session of the 18 th Central Committee of the Communist Party of China, the state has further defined the comprehensive deepening reform of the medical and health system, and put forward specific requirements, to co-ordinate the promotion of medical care, medical services, public health, drug supply, regulatory reform, narrowing the gap between city and country medical services, to improve the medical service quality. With the reform of the national health care system, the contradiction between people’s "difficult and high expense in medical care" is becoming more and more prominent. The traditional performance management is obviously not adapted to today’s highly competitive environment. Improving the management system and method is becoming a problem to be solved, which is directly related to the choi ce and adjustment of the future strategy of public hospital. The new health care reform program proposed to improve the allocation of incentives, the implementation of the employment system and job management system, strict payroll management, the implementation of service quality and job performance based on the comprehensive performance evaluation and post performance wage system, can effectively mobilize the enthusiasm of medical personnel. To strengthen the performance management is an effective way to improve the competitiveness of public hospitals, and this article through the literature research method, actual investigate method, real evidence consider and other research methods, as the GH hospital for research object, analysis of the performance mana gement system reform of public hospitals in china.The author of the article believes that the reform of medical and health system in our country and the change of external environment of hospital management, it is urgent to strengthen the reform of intern al performance management system. At present, the performance management of public hospitals in our country mainly has the score card, the 360 evaluation method, the KPI test method and so on. This article discusses the characteristics, principles and key points of hospital performance evaluation.Based on the theory of Balanced Scorecard, through literature research, questionnaire and case analysis, combine the macro and micro analysis and the performance management of GH hospital, analyzes the existing pr oblems and puts forward improvement ideas from the perspective of decision making. Through this set of scientific evaluation system, from the financial, customer, internal process, learning and growth four points of view, to explore and establish a more consistent with the actual situation, and more scientific, more reasonable, more operational performance management system, so that the medical service department can fully understand the hospital’s mission, vision and strategic focus, and then the strategic objectives into specific indicators and action plan, so that the hospital’s strategy can be implemented to improve the effectiveness of the implementation of GH hospital performance management and strategic management for other public hospitals have a certain reference value.
