A Redearch Of Public Welfare Influencing Factors In Public Hospital

Promoting the development of medical and health services is a major livelihood issue of social public welfare. Because public hospitals in our country have occupied the leading position in the medical service supply structure, their performance has become an important scale to measure the success of national pharmaceutical and health care system reform. The policy adjustment of public hospitals will influence social equality and justice and people's living quality. Therefore, the government always regards the reform of public hospitals as the important link in previous medical reform, sticks to the public welfare of public hospitals,gives full play to the market mechanism and treats the overall planning and allocation of urban and rural medical resources as the basic goal of the reform. At present, the research on the influence of medical service marketization on the public welfare of public hospitals is still relatively weak. And the definition of the relationship between economic social system reform and health care system reform and the public welfare are still not clear. How to guide the public welfare regression of public hospitals, stick to the unity of fairness and efficiency and coordinate the relationship between the government and market is the main research content of this paper.The paper investigates the overall background of medical service marketization with the use of literature research method and observation, clarifies that medical service is a private good with strong public welfare, analyzes the externality of public hospitals in medical service supply, points out some problems influencing resource allocation effect and studies the current government medical health investment and health expenditure financing structure through qualitative and quantitative analysis. Meanwhile, it lists the effect of excessive government intervention on the medical market and focuses on the analysis of the existing uncertainty and information asymmetry of medical service market. After the sufficient research on the literature, it conducts the analysis and judgment of the factors influencing the public welfare of public hospitals, screens out some important factors with two rounds of Delphi method, strives to decompose and dissect from the microscopic and microcosmic view and clarifies the main performance and trend of the public welfare dilution of public hospitals. Finally, this paper mainly elaborates the policy design to promote the public welfare reform of public hospitals in our country and establishes the mechanism to drive out the behavior of chasing benefits of public hospitals, enhance the internal and external governance level and optimize medical resource structure and layout.Based on the medical service marketization background, this paper clarifies the deep-seated problems of market failure, government failure and voluntary failure, elaborates the function range of the public welfare dilution of public hospitals caused by marketization and the catalytic effect of government administrative monopoly on the harm to public welfare. Through the analysis, this paper suggests to reduce the excessive government intervention, improve the government investment and compensation method of public hospitals, strengthen professional ethics construction, improve government purchase service mechanism, accelerate the internal structure reform of public hospitals and perfect the corporate governance mode, in order that the national health service could reach the purpose of public welfare regression while improving the overall industry efficiency.
