The report of the Nineteenth National Congress clearly points out that we should implement the strategy of healthy China,establish the medical and health service system with Chinese characteristics through the reform of the medical system,and constantly improve the hospital management system in the new era.In the Guiding Opinions on the Pilot Reform of Public Hospitals,the State Council pointed out that "upholding the public welfare nature of public hospitals and putting the protection of people's health rights and interests in the first place".At the national level,the fundamental goal of the reform of public hospitals is to satisfy the people's sense of gain.The reform of internal performance management in public hospitals is the basis of the reform of public hospitals,and there are many difficulties in the process of reform.Traditional hospital internal performance appraisal only pays attention to economic indicators,ignores social benefits,and can not achieve the public welfare oriented regression of public hospital internal performance reform.Based on the public welfare oriented regression,firstly,through consulting the relevant research results and practical experience of hospital performance appraisal at home and abroad,and based on the public goods theory,performance management theory and goal management theory,this paper constructs the internal performance appraisal system of public welfare oriented regression.Secondly,it points out that the problems existing in the internal performance appraisal of public hospitals in Fujian Province are mainly manifested in the following aspects:the nature of public welfare is not obvious;the performance appraisal method is not scientific,the evaluation index system is imperfect;the lack of effective communication and feedback mechanism;the staff pay insufficient attention to the performance appraisal.The main causes are insufficient financial input,imbalance of public welfare and benefits;imperfect system and lack of institutional constraints;imperfect assessment system and lack of reasonable indicators;insufficient publicity and insufficient awareness of employees.Thirdly,through literature review,questionnaire survey and expert consultation,33 detailed evaluation indicators are constructed from four aspects: medical quality,operational efficiency,sustainable development and satisfaction evaluation.Taking the construction of the public welfare oriented internal performance appraisal system of KF Hospital in Fujian Province as the research object,the objective management method is applied in the whole process ofpre-planning,in-process implementation and post-feedback of the internal performance appraisal of the hospital,which reflects the operability of the index system.Finally,this paper puts forward some thoughts on ensuring the return of public welfare in public hospitals internal performance appraisal,and puts forward some suggestions from both internal mechanism and external environment,with a view to providing reference for the establishment and improvement of public welfare-oriented internal performance appraisal mechanism in public hospitals' reform,so as to achieve the goal of giving consideration to both public welfare and economic benefits in public hospitals.Let public hospital reform ultimately benefit the people.
