Objective1. To understand the awareness of staffs and the march of progress of the reform on management system in the pilot urban public hospitals in Henan province. To analysis the scientific and feasibility of the reform from the perspective of theory and practice separately, also to find problems and summarize some useful experience.2. To propose some feasible policy recommendations according to the guidance and the advice about the reform of public hospitals and the experience on management system in the pilot urban hospitals.MethodsThe methods of questionnaires, scales, observation, semi-structured interviews, and expert interview were used to discuss the typical cases of the pilot public hospitals, combining with qualitative and quantitative analysis method. This study mainly used Epidata3.0 for data inputting and SPSS 17.0 for statistical analysis as Normal testing and T-testing, also the statistical description includes means, percentages, and constituent ratios were used in this study, the significance level of a=0.05Results1. Compared with 2008, the economic and social benefits of the pilot urban public hospitals had been increased in 2010.2. There were 75.85%of the staffs knowing about the management system, and there were 44.09%of all thinking health administrative departments were the regulator of hospitals.3. There were some differences in understanding of the hospitals’management system in different age, degree, post, job title and position. There were difference in understanding of hospitals’management system in different pilot city. 4. There were 54.55%of presidents of hospital knowing corporate governance structure reform, and 9.09%didn’t know it.63.64%of presidents thought that it was necessary to carry corporate governing structure reform.27.27%of them thought they had rights of employing decision and bonus distribution,45.45%had not. And 68.18%of them thought that they had not rights on decision of balance and investment.5. There were 78.42%of employees thought that the hospitals needed the reform of the personnel salary system,65.18%of them thought needed the reform of management system,58.71%of them thought needed the reform of property rights system. There were 77.41%,77.41%,65.90%and 65.90%of them thought hospitals should have the personnel hiring, firing right and the investment decision-making power.6. There were 72.8%of employees thought that we should advance the process of specialization of hospital directors.63.17%of the employees thought it still was feasible that hospital directors had no medical background,36.83%thought not.85.26%of employees, thought that the most important ability of directors were management ability, such as foresee, decision-making, prosecution and so on.7. In the comparison of the employees’satisfaction in three pilot cities, the satisfaction on technology and development aspects were higher than management system, the satisfaction of economic factors was lowest. The satisfaction of Luoyang was higher than Puyang, and the satisfaction of Luohe was lowest.Conclusion1. The reform of governance and management system had began in the pilot urban public hospitals in Henan, such as Luoyang, Luohe and Puyang, in which the latter moved slowly. However, the reform work in Henan continues to face arduous tasks.2. Most employees have some knowledge of hospital management system reform, which is benefit for the implementation and promotion of public hospital reform. And it is necessary that the management team be professional, which is helpful for constructing the professional and specialized management team in public hospitals. But this work should be prompted by some departments.3. The support from hospital-level leadership on the governance reforms was good for the hospital management separating from operation and the chief separating from institution. However, there is often conflict over the appointment on public hospitals establishing councils and supervisory board.4. Employee shares should be circulate in reformatory hospital.
