Hospitals are places that provide medical services to the public and assume the social responsibility of ensuring the health of patients and saving lives.As the main body of medical services in China,public hospitals undertake the tasks of public health,prevention and health care,rehabilitation and medical treatment in response to public emergencies,and play an irreplaceable role in the training of health personnel and medical research.Especially in the face of the covid-19 outbreak earlier this year,the role of public hospitals should not be underestimated.The reform of China's medical and health system has gone through a difficult process for decades,and the reform of public hospitals has also gone through a decade.China's medical reform has made a series of fruitful attempts and explorations from the system design to the reform of medical structure and management system.However,a series of key problems emerging in the current reform process of public hospitals in China need to be solved urgently,which is also a problem of high social concern.Based on the management practice of M hospital in B city of Inner Mongolia,this paper actively explores the reform of management system,with a view to establishing a scientific personnel structure,supervision mechanism,corporate governance structure,hierarchical diagnosis and treatment model,etc.,so as to promote the rationalization and standardization of hospital management.Firstly,this paper expounds the relevant concepts and characteristics of China's current public hospitals,and takes the new public management theory and public governance theory as the theoretical basis of this paper.Secondly,through the investigation and research of M hospital and the analysis of relevant data,it is found that the current key problems in the management of M hospital include:backward management system,unclear property right system;The government compensation mechanism is not sound enough;Unreasonable human resource management mechanism;The contradiction between doctors and patients is prominent;Graded treatment needs to be improved;Weak scientific research.According to the existing problems,the causes were carefully sorted out,mainly including the practical reasons such as insufficient financial compensation,backward talent planning and discipline development,information asymmetry between doctors and patients,difficulty in the effective implementation of hierarchical diagnosis and treatment,and low scientific research management level.Then,after learning from the experience of hospital management system reform in western countries and developed regions,corresponding countermeasures and reform Suggestions are proposed for the key problems of the current M hospital management system.Second,to promote the reform of human resources in hospitals and improve the level of human resources management;Third,build harmonious doctor-patient relationship and reduce doctor-patient disputes.Fourth,we will improve the service system that is compatible with graded diagnosis and treatment.Fifth,we will improve the construction of scientific research facilities and raise the level of scientific research management.Through the study of the management practice of M hospital,it is of certain significance to deepen the reform of the management system of public hospitals in B city and even in the whole country and return to the public hospitals' public welfare attribute.
