A Study On The Structure Of Corporate Governance Of Public Hospitals In China

China’s public hospitals are public welfare health institutions, which undertake to provide basic medical services, medical personnel training and medical research and other important social function and social responsibility. China’s public hospitals are built under the planned economy system and developed in market economy system. With the development of market economy system and the reform of health security system covering urban and rural area, the public hospitals’management system is also changing all the way along. However, due to the misalignment between the old management system with the new needs of the community, the defects of the existing management system will be more visible. Some deep-seated contradictions constantly exposed, which led to such as low efficiency of the allocation of medical resources, medical resources are more concentrated in large cities large hospital, the doctor-patient relationship is tense, medical treatment is difficult and expensive, cumbersome procedures of medicare reimbursement, etc. Since the beginning of the nineties of the last century, our country are trying her best to making a change on health system., but the reform has not been able to break through the institutional mechanisms, it gose slowly and works not very well as we imaged. So we start to find a way to get a break through learning from other countries. One of these reforms is corporate governance, which suggests a corporate-like management in public hospitals.Based on background knowledge, I focus the issue on the public hospital’s corporate governance. And my paper will be divided into4parts as follows:Firstly, it is the background and theory of my paper. It is the Chaper1. In this paper, I firstly introduce the background from the environment of China’s health care reform and the relevant public hospital reform policies, then it comes my issue "corporate gavernance". The significance of the study is to find out a useful way to perfect the public hospitals’ management in China through corporate governance structure reform. literature search method, comparative analysis and examples and specification analysis are the main methods I use in my paper.Then, it comes my second part, which is to set the questions. Through analyzing and summarizing the current problems of the corporate governance structure of public hospitals in China, there exsit5main problems as follows: mainly in the confusion of the legal status of investors can not effectively management and supervision, corporate governance structure is not common there is no clear definition of his powers, the government vague position, etc.After that, I analyze the reasons that cause those questions before bying contrasting existing modes between foreign countries and china, and try to find their similarities and differences. Then I give my own suggestions on the issue. First, we must clear the public hospital corporate positioning; second, to establish a clear system of property rights; third, establish and improve the public hospital’s internal governance structure; fourth, improve the relevant laws and regulations.However, my paper will not be perfect, since the unquantified factors and my lacking of the relative knowledge, and it still has a long way to go to perfect it.
