| An efficient public infrastructure provides a city a competitive edge against other cities for prosperity and economic status. Under a proper management it can also help to improve the quality of life and ultimately the establishment of a harmonious society.In China, public infrastructure are normally provided and managed by the government. But increasingly the private sectors are encouraged to join force with the authorities. In order for the government to regulate the private sectors, a certain level of standards is normally strictly enforced to maintain the public interest, these standards are commonly known as "public planning policy". When similar control measures are applied for the development of a city it is known as "city planning policy".Currently city planning covers a wide range of areas including economics, management and law. This article will explain the theoretical relationship between public infrastructure, public policy and city planning development, using the current market economy as the backdrop. The environmental and social impacts from the real estate development will also be discussed. The article will also cover the impact of city planning policy to the construction of public infrastructure, the establishment of policy standards and its role as a guide to the private development. In conclusion an analysis of how the planning policy help to shape the public infrastructure will be provide through an example of typical residential community.The article will first begin by providing the origin and the importance of the planning policy covering issues such as the definition of city planning policy, the type of public infrastructure and how it is provided as well as its influence to the development of a city. The article will also include discussion about how theplanning policy can be best used as a guide and standards for the city development.
