To meet the needs of urban construction in North and South Kang District of Jinan City,an evaluation study on the level of urban infrastructure construction at district level was carried out.Firstly,starting from the narrow concept of infrastructure,this paper summarizes and analyses the overall layout of North and South Kang District and the five facilities from different angles and directions,and analyses the overall law of the relevant indicators.Next,the paper studies the principles that should be followed in determining the index system of urban infrastructure evaluation at the base area level.This paper summarizes the evaluation index scheme of the mainstream urban infrastructure in an all-round way.By means of frequency investigation,expert consultation and analytic hierarchy process,combined with the basic principles established,a structured index system consisting of a target layer,four path layers and eighteen specific indicators is finally formed.Based on the above research,the weights of path index and each sub-item detailed index are synthetically determined by using analytic hierarchy process(AHP)combined with expert experience survey method and data statistical analysis method.The percentage scoring method of 18 sub-indexes was determined by upper and lower bounds determination method,overall statistical sorting method and qualitative to quantitative method.Finally,the current level of urban construction in North and South Kang District is evaluated quantitatively and qualitatively.The evaluation results show that the main problems are as follows: first,the contradiction between the rapid population gathering and the lagging of infrastructure construction;second,the contradiction between the demand for water resources and the shortage of supply.Specific technical suggestions are put forward from the aspects of transportation facilities and management optimization,power supply system construction,water resources recycling and environmental protection.
