Land is the carrier of human life and the ecological civilization construction. For a long time, the extensive mode of development in China’s economic development has wasted a lot of land resources. With the improvement of the economy and human living standards, the contradiction between human and land resources is becoming more and more prominent, which has triggered a series of problems. The carrying capacity of resource and environment is getting worse. Our country put forward a series of countermeasures, such as optimizing land development space, constructing ecological civilization, imaging beautiful China and so on. Among them, the carrying out of land use planning, town planning, land management and other projects put forward a new way for our economic development, that is planning in advance, economical and intensive use of land, to seek harmony between man and nature development model. Rural residential land consolidation is a major project to realize land saving and intensive use. Rural residential land consolidation can improve the utilization of land resources and the realization of economies of scale, promote the development of the rural economy, and increase the income of farmers. Besides, it can protect and improve rural ecological environment, promote the benign cycle of rural ecological environment. Secondly, rural residential consolidation can effectively increase the area of arable land and ensure food security.Taking Feixian County, Linyi City, Shandong Province as the study area, this paper studied the theoretical basis, evaluation methods and layout optimization mode of rural residential land consolidation evaluation, which provides basis for a new round of land use planning revision, intensive use of land and the realization of economic, social, ecological benefits. Specific studies are as follows:(1) Evaluation of rural residential intensive use. Based on evaluation principle and method of intensive use of rural residential, the rural intensive utilization effect evaluation system is built and the evaluation factors and weights is determined, and ultimately the effect of each township and the township’s direction to be controlled of each township’s rural residential land.(2) Suitability evaluation of rural residential layout. According to the assessment principles and methods of rural settlements layout, rural settlement suitability evaluation indicators including terrain conditions, socio-economic and other indicators are selected and the weights of evaluation factors are determined. Finally, GIS spatial analysis function is used to determine the optimal layout of rural settlements of Feixian County.(3)Suitability Evaluation of rural residential land consolidation. Combined evaluation of rural residential intensive use with suitability evaluation of rural residential layout, residential areas are divided into potential superior area, low migration area, layout optimization area and high proportion area. Compared with the actual situation, the best optimization of rural residential land is fixed.(4) Layout Optimization of rural settlements. According to the assessment principles of rural residential intensive use and suitability evaluation of rural residents, rural residential areas are divided into four types:resident village, center village, reserved village and transitive village. They have different development model: resident villages adopt urbanization development model; center villages use construction mode; reserved villages take optimization and transformation model; transitive villages use migration and combination model. Finally, Feixian County rural residential layout optimization is formed.
