The rapid development of China’s urbanization and industrialization is to sacrifice alot of arable land resources. Development zone as China’s new urbanization,industrialization important carrier, is the main battlefield of China’s urbanizationdevelopment, is the main direction of the urban construction land scale development, isthe regional center of Land, capital, technology, industry, population and so on. Landexpansion is the one of the most striking features of Development zone’s economicgrowth. After twenty-seven years of rapid development, the total economic scale ofDevelopment zone get rapid growth. It has the economic and social conditions of Cityfinanced rural and Industrial support agricultural. Is the coordination of rural and urbandevelopment advantage area. However, the contradiction between supply and demand ofurban and rural construction land is more and more serious. The country has to launch apolicy of the hook of the Increase of Urban Construction Land and the Decrease of RuralResidential Land. Changchun economic and technological development zone’s ruralresidential land has the extensive utilization style, urban construction land use in shortsupply, so it is an inevitable trend to carry out this policy.This paper is based on Changchun economic and technological development zone tostudy the policy. Analysis of land use status of development zone, learned that development zone’s rural residential land has the extensive utilization style, per capitaconstruction land area far greater than the country’s highest standard values, ruralresidential areas arrangement has great potential, using the Per capita construction landstandard method to estimates rural residential land consolidation potentiality. By buildingthe rural residential land consolidation potentiality index system of classification,Changchun economic and technical development zone of rural residential landconsolidation potentiality were classified. And using GIS technology to superposition therebuilding old distinguish layout, rural residential areas distribution layout and overallland use planning layout. To determine the demolition of the old district of the studyregional. According to the principle of optimal allocation and realization land assetbenefit maximizations and the principle of setting new plot, to determine new builddistrict of the study regional. Finally, the investment estimate and benefit analysis of thehook project of development zone.The results of the study show that:(1)using the per capita construction land standardmethod to estimates rural residential land consolidation potentiality,the potentiality is431.90ha.(2)Three scale two step analytic hierarchy process (AHP) is feasible andconvenient to use.(3)The rural residential land consolidation potentiality of Changchuneconomic and technical development zone is divided into three levels. Level1potentiality of the administrative villages are Sandao village, Longdong village, Xinnongvillage. There are large consolidation potentiality; Level2potentiality of theadministrative villages are Dawn village, Anlong village, Chaoyang village, Jinqianvillage, Fenshui village. Level3potentiality of the administrative villages are Yangjiavillage and Maojia village.(4)The demolition of the old district of the study regional areDawn village, Sandao village, Yangjia village, Chaoyang village, Maojia village andLongdong village. The total scale is120.10ha. The new build district are Dawn village,Jinqian village, Longdong village and Fenshui village. The total scale is118.90ha. (5)The hook project invested1.31884billion yuan, the transfer income is2.1766billionyuan, the net income is857.76million yuan.(6)To carry out the policy at developmentzone, further reflects the thought of the economical and intensive utilization of land,Optimizes the land use space and makes the policy to perfect.
