Pingingshan Development Of Agricultural Extension System And Countermeasures

Currently, the Henan Provincial Committee in theTen one-eighth plenary session made a ten-round construction of "Central economic zone" to accelerate the revitalization of Central China and it's also the important strategic choice of Henan. Developed countries at the beginning of the "second Five-Year Plan", the "Central Economic Zone" of the planning has also been a national strategy,Agriculture as a pillar industry in Henan Province will play an irreplaceable role in the construction of"Central Economic Zone ." while the agricultural extension system for agriculture and rural economic development, will play a great role in promoting. Since the nineties of last century, China's socialist market economic system has been gradually built up, the existing agricultural extension system has been unable to meet the new situation, not only constrains its functions into full play, seriously affected the enthusiasm of extension workers, can not meet the requirements of society, therefore, on the necessary agricultural technology extension system reform and the improvement has already inevitable.This paper is a study on agricultural extension and agricultural extension system and it's a theory that reviewed the development process of agricultural extension system in Pingdingshan, its characteristics and historical contributions are summarized and problems have been studied.The problems are in the following five points: agricultural technology promotion agencies to set unreasonable; agricultural extension system is not operating flexibly; inadequate investment in agricultural technology promotion funds; agricultural technology needs to be improved the quality of personnel; the concept of agricultural extension has to updated. Study the issue in the later analysis of the reasons for such problems, there are four main reasons: the management system, work can not be properly carried out; structure is irrational, knowledge of aging; funding shortfall, the normal development of agricultural services is difficult; compensation low to worry about unresolved; system that is not, difficult personnel management; team instability, brain drain; agriculture and early warning system is not established, poor ability to respond to emergencies. Through this study, fully proved in the current situation, reforms in agricultural technology extension systemis need.Finally, this paper presents specific measures for improving agricultural extension system,the following three aspects are discussed: strengthening the government-led public agricultural extension system; construction of a new mechanism of market economy; professional and technical associations to develop agriculture . Above measures to promote rural economic development, to change the past to promote a government-based features ,to treat farmers and the needs of farmers as the main body. to strengthen the promotion of the improvement of the quality of personnel, the implementation of agricultural education, research, promotion of integrated extension model, emphasize the involvement of farmers, agricultural extension to ensure that goals achieved, if implementation of this model type is in Pingdingshan City, to a certain level, promotion of agricultural technology to improve Pingdingshan the efficiency of the work on the development of agriculture in Henan Province also plays a very important effect on Henan Provincial Building "Central economic zone" to accelerate the revitalization of Central China and Henan is also an important strategic choice to promote.
