There are many obvious characteristics of power engineering project, such as substantial investment, long construction cycle and various participants, so, power construction process lurk huge risk. Pre-evaluation is the may work for pre-project, it study the feasibility of project from the whole process of construction. Before the project construction, it must survey the relevant market, resources, engineering technology, economic and social influence so as to determine the best implementation plan or analysis whether the project is necessary to construct.Based on the theory of pre-evaluation, the paper study the feasibility of Taran Gaole 110 KV power transmission project. First, the paper analyzed the project's single factors, such as investment necessity, construction condition, engineering technology, economic benefit and social benefit, from these aspects, the paper discuss whether the project is necessary. Second, the paper compare the project given in the article and other finished projects, through comprehensive evaluation, the paper study the feasibility. In this process, this paper adopts the qualitative analysis and quantitative analysis method by using entropy weight method in weighting and gray correlation analysis method in sorting the indicators, so as to point out the problems which should be paid attention in the pre-evaluation of project.Pre-evaluation is a necessary process in investment decision-making of electric power construction project. Complete the pre-evaluation has many advantages, it not only make the decision-making of project more scientific and objective, but also avoid subjective and blunders, improve the economic benefit of project investment. The research enriched pre-evaluation of transformation project in China, it can provide positive guidance and reference for other similar construction projects.
