The tendering and bidding system in China was established in the mid-eighty-s. From the current situation of electric power market bidding, bid evaluation is still the biggest weakness. Either international or domestic, we do not yet have a perfectly fixed mode of the evaluation index system, which leads to lack of scientific basis for the evaluation of electric power construction projects. With the rapid development of economy, the demand of quantity and quality of electricity power is largely growing, which is proved by the fact that the annual increase of investment in fixed assets is more than12%. Big development brought large procurement, China State Grid Corporation carry out the centralized bid procurement policy. Therefore, the study of evaluation methods of purchasing goods in electric power construction has important significance.This paper introduces the basic theory and process of bidding, the bidding activities must be in compliance with laws and regulations, and it listes China State Grid Corporation bidding management and enterprise standard. The article reviews the evaluation methods commonly used for power construction project in our country, such as the evaluated lowest bid price method, the comprehensive evaluation method, life cycle cost bid price method and so on, and through the comparison of the merits of these evaluation methods, analysis of the current electric power goods evaluation problems, and puts forward specific measures. The focus of this paper is to establish a hierarchical analysis method, with a reasonable benchmark prices as the basis of the comprehensive evaluation index system based on. The system takes under consideration comprehensively the technical factors, the business factors and price factors, and through the analytic hierarchy process theory, the accurate mathematical calculation gives the weight of the first level evaluation index, and similarly we can calculate weight factors of eht second level for technical factors and business factors each. The calculation results show that, in the power construction bidding and purchasing of goods, the price factor of the first level is the most important frator with its weight55%, the weight of technical factor is35%, and business factor10%. Among factors of the second level, technical performance-assurance factor is the heaviest with44%, while the good execution is the most important factor in business factors, accounted for42%. Through the State Grid Xin Yuan holdings of Fengman Hydropower Station Co Ltd (reconstruction) engineering grounding procurement project examples, this new evaluation method is applicted, how that will work in practice becomes clear. This paper finally summarizes the prospect about the development direction to power construction project bid evaluation.
