As China’s national energy strategy and the rapid development of power projects,electric power engineering projec have increased, how many projects to maintain corecompetencies, to achieve the overall goal, we need to strengthen the power of projectmanagement, particularly should strengthen human resources management. Humanresources are strategic resources for the modern enterprise is a business critical elementof the development process, and employee motivation is an important part of thedevelopment of human resources. Electricity as a state-owned enterprises in a morespecific industry, due to historical reasons and the impact of industry characteristics, thecurrent electric power engineering projec management has not yet fully out of theshadow of the planning system, still in a "big group" management system, and theincentive for the employees within the industry had not yet attracted sufficient attention.Thus, how to mobilize people of electric power engineering project in a positive,interactive, how to stimulate the potential of all kinds of talents, nurturing complexproject management personnel, explore the establishment of power project managementstaff more incentives to the urgency and importance.This will be a scientific theory of motivation applied to power construction projectmanagement, combined with industry characteristics, how the proposed electric powerengineering project in the establishment of employee incentives, thus enriching therelated theory of motivation. While the theory of motivation applied to analysis ofelectric power construction projects, and promote electric power construction projectperformance improved, and better promote the development of this industry is to servethe electric power of project management to achieve goals is to serve the full electricpower engineering project organization and personal potential needs, the serviceorganization on improving the competitiveness of the power project needs.This article utilizes the method which the analytic hierarchy process, thequestionnaire survey procedure, the qualitative analysis and the quantitative analysisunify, obtained from the analysis electric power engineering project’s characteristic andthe present human resources’ present situation, to analyze in the electric power engineering project each kind of human capital demand and the staff to the existingdrive plan degree of satisfaction, elaborated the present electric power engineeringproject drove in the plan existed the salary system endless science, the drive way wereunitary, the staff trained questions and so on insufficiency. This article in profits fromthe drive theory in the foundation, discussed the electric power project to drive the planoptimized the design mentality and the principle, and from the resources use, the planstructure, the variation drive as well as the effect achieved four aspects to elaborate theoptimization design drive plan’s way, and proposed the drive plan implementationsafeguard mechanism.
