The Research On Corporate Governance Of Public Library In China

In 2008 China has passed the "Opinions on deepening the reform of the administrative system" to promote the reform of institutions classification,Corporate governance reform in Public Libraries is an important part of deepening the reform of the management system of public institutions in China.The corporate governance structure is a new model for public libraries in China,is a bold attempt and exploration of the governance structure of Chinese library.This structure subverts the previous library management model in the use of top-down.This structure can separate decision-making,management and supervision,achieve the balance of rights,so as to ensure the legal status of Public Libraries.After the implementation of corporate governance,the library can optimize the operation mechanism of the public library and improve the efficiency of the service.It is beneficial to the library as a public cultural service organization,to fulfill its social function,to strengthen the public welfare attribute of the public library,to protect the basic cultural rights of citizens,and to serve the people.By perfecting the corporate governance of public libraries in China,it is conducive to the public library to promote the development of library cause,and add a power to the prosperity of our library cause.In this paper,I used methods of literature research,case analysis and comparative research and other scientific research methods,collected relevant literature on the research of corporate governance of Public Libraries.I extracted the valuable information through the screening analysis.This paper uses the literature research method to analyze,sort out and summarize the literature works of corporate governance in public libraries,and determine the research ideas of this paper.Through the case study,this paper analyzes and studies the establishment of corporate governance structure of Public Libraries in China,and discusses the effectiveness and problems of corporate governance practice in China.Through comparative analysis,the traditional library management model and corporate governance structure are compared and analyzed,highlighting the advantages of corporate governance.The first part is the introduction,in this part not only expounds the research background,purpose and significance,research ideas and innovation,but also uses the literature analysis to review the corporate governance.The second part is the overview of public library governance,introduces the meaning of corporate governance,this paper introduced the corporate governance structure from the decision-making,supervision and management has three aspects.Finally,this paper expounds the necessity of establishing the corporate governance structure of public library in China.The third part is the analysis of China's public library governance situation and case analysis.Firstly,this part introduces the current situation of corporate governance of Public Libraries in China from the aspect of policy and Practice,then through the selection of the Shenzhen library,Wenzhou library and Shanghai library as cases,respectively introduced the specific practice of three libraries,and introduces the analysis the achievements and problems of them.The fourth part analyzes the problems of the corporate governance of Public Libraries in china.In the fifth part,I put forward some suggestions to solve the problems of corporate governance of Public Libraries in china.The sixth part is the summary of this paper.
