The process of Knowledge Process Outsourcing (referred to as KPO) is just the process of the knowledge transfer from both KPO clients and KPO providers, its purpose is the application and the internalized rules of the knowledge products, and the knowledge transfer competence has a direct effect on this purpose. The author analyzed the influencing factors of the knowledge transfer competence in KPO to get the evaluation index and set up a index system for the knowledge transfer competence to evaluate it. Also the author used the quantized index to measure the knowledge transfer competence in order that both KPO clients and KPO providers can discover the problem existed during the knowledge transfer, the corresponding improving measure is formulated to enhance knowledge transfer competence and provide the beneficial reference and guidance to improve the effect of the knowledge transfer competence.Firstly, the author made a simple description for the background, the significance and the research method, framework and content, then summarized the correlation theory of the knowledge transfer and KPO, on the basis of this, the author analyzed the concept, the feature, the transfer process and the transfer content. For the feature of the knowledge transition, the author summarized the factors which can effect the knowledge transfer competence in the angle view of the transfer process, including the transfer subject, the transfer situation and the transfer medium.Based on this, combined the Delphi method and the analytic hierarchy process, the author set up the evaluation index system of the knowledge transfer competence in KPO. The empirical method was used in the application of the index system. The author made a questionnaire survey in one KPO provider and analyzed the survey data by Fuzzy Comprehensive Evaluation. According to analyzing the scoring distribution of the different kinds of the evaluation index, the problems existed in the process of the knowledge transfer were discovered, which would provide the basis for the improvement measure.Finally, the author also prospected the future research after summarizing the deficiencies.
