IT outsourcing services, by its unique advantages in improving the core competitiveness of enterprises, cost savings, improve efficiency, increase customer environmental adaptability, etc., has been recognized by more and more enterprises, gaining more and more market share. However, the results related to the research of risk management in the process of IT outsourcing services which take knowledge transfer as a starting point are not too much.In this paper, take knowledge transfer as a starting point for the study of risk management, give full consideration to the IT technology itself characteristic, introduce a new risk assessment model of knowledge transfer, further enrich the theoretical system of the IT outsourcing service research. This article’s main research content is as follows:Firstly, this paper applies the Delphi method to identifies the knowledge transfer risk factors in the IT outsourcing service, through three rounds of investigation, the project team get the list of risk factors and sorting result of knowledge transfer in the IT outsourcing service, and analysis the cause of the top ten risk factors.Secondly, this paper applies rough set theory to analysis the attribute weights of primary risk factors and secondary risk factors and then use the rough set method, evaluate the level of the primary risk factors, and secondary risk factors. Main conclusion is:the primary risk factors influence size sorting is:transfer body ability> transfer object ability> the two sides collaboration> both sides collaboration enterprise environment; The secondary risk factors, one of the five biggest impact factors as:Transferability of knowledge, learning ability, communication skills, technical characteristics and complexity of knowledge.Finally, base on the summary of first level of risk factors, the secondary risk factors, extract the important risk factors, use the fuzzy TOPSIS group decision model to make risk assessment, and analysis the reason that influence the project risk’s degree, and compare it with the research on risk factors attribute weights in front and rules mining research results. The main conclusions are:both sides of knowledge transfer should start from the aspect of knowledge itself and the enterprise level, reduce the risk of IT outsourcing services. Both knowledge itself level and both sides of knowledge transfer, should effectively reduce the risk of knowledge transfer in IT outsourcing service by improving the degree of knowledge transfer and reducing the complexity of knowledge; Enterprise level, enterprises must strengthen their own ability of learning to effectively control the risk of knowledge transfer in IT outsourcing services. At the same time, according to the research result of project, apply the programming knowledge to design algorithm programming, get a fuzzy group decision risk assessment system, making risk assessment to the knowledge transfer in the process of IT outsourcing services becomes more convenient and more intelligent...
