With the extensive use of 3G network equipments, such as smart phones and tablet PCs, there is a greater demand for high-speed data services and mobile networks. Due to the usage of high-frequency spectrum in most 3G network, the penetration characteristic of 3G wireless signal is much worse comparing to 2G, so blind zone will appear in 3G network which could be completely covered in 2G. In order to meet the need of high-speed data services and cover the blind area completely, Femtocell emerged.Femtocell (femto cellular base station) is a small, low-power cellular base station technique, also known as home base station. It can provide indoor mobile services with fixed broadband access, mainly be used in homes and offices. Femtocell can improve 3G indoor coverage effectively, integrate home networks and improve profitability of the operation business. Similar to other home network devices, large-scale deployment of Femtocell also encounter the problem of maintenance and management. Therfore, there is a need of an efficient network management system for Femtocell to achieve a unified remote management of terminal equipments.The network management system given in this article is based on Femtocell, using the TR-069 protocol to manage the Femtocell terminal equipments. TR-069 management model is composed of CPE (customer device) and ACS (auto-configuration server), and this article mainly focuses on the design and implement of CPE software--Pacwmp. Firstly, this paper explores the background of Femtocell; after a brief introduction to Femtocell and TR-069 specifications, we do requirement analysis based on the technical features of Femtocell. The paper focuses on two parts to describe the implementation of software, one is overall software design, and the other is major modules design.
