At present, many primary station in the country, the performance appraisal work of their respective Area police still are in the experience management, extensive management, personal hero management level, the way of manual examination not only creates the waste of human resources and a lot of paper supplies, and increases the probability of calculated error in the statistical process, increases the more difficult of human resources management.Therefore, to establish a computerized and refinement performance appraisal systems for grass-roots Pianjing to improve efficiency, to more effectively promote to link the assessment results with the reward-punishment is urgent need. Police Station leaders no longer worry about lacking fair, accurate and quantitative evaluation results for grass-roots Pianjing, Pianjing must more enthusiasticly, hard work for them to get a fair and reasonable assessment, do not have to get a Pianjing performance evaluation form and to read a lot of performance appraisal and statistical form, to constantly calculate, the system will provide statistics and reports, by clicks of a mouse lookers can know in time the job performance of jurisdiction district Pianjing, and thereby greatly reducing the manual as possible to avoid a possible statistical error and manipulated results of the assessment of behavior.In this paper, based on the project background, characteristics, and work-flow analysis of police district performance appraisal system, a study about the systematic objectives and the technical and economic feasibility is carried out, and C/S mode of the management system development is propsed, in the design process of the overall system, the entire system needs analysis is executed by using the traditional methodology of structured analysis.Designed system has good portability and can run on heterogeneous hardware platforms, and has good scalability, easy-to-function expansion and adjustment; with better security, to prevent leakage of information and the illegal invasion of confidential information; with strong manageability, the system client end does not require management, mainly focused on server-side management; and with timely and accurate information processing and information sharing capabilities.Finally, the application of performance evaluation system for the police area is made a brief introduction and the further improve recommendations for the system is made.
