Meteorological information relates to people's livelihood. From the El Ni?o impact on the world, to the snow disaster which happened all over the country in recent years. Every evidence above has all been received by us citizens a clear recognition of the weather service's importance to be conducted as a public service. The weather information system is the support platform for the weather service which is also an important component of the construction of basic national information system. Rather from a global point of view, the meteorological information system of every country in the world plays essential role, for the study of global meteorological changes and trends are of great significance. It is undeniably important to construct a comprehensive technological service platform of meteorological information system for the extensive study due to the vital influence on human life from the weather information.The use of service-oriented architecture technology (SOA) can achieve this purpose. The system is an important mode of network application for meteorological information service platform. Also the use of this framework can be developed to establish software services component which could unite comprehensive utilization of meteorological information from different regions, and this data can be used in the software component which provides functions for statistical analysis and other operations. Results from operations above can be distributed to each user to provide customized service. Using Microsoft's Silver light technology, a browser-based "rich client "group is being built to provide users with more useful services and enhance their experience.Furthermore, the cconventional browser / server model system can provide clear functional high quality service. Users don't need to concern the specific location of a server, all they need to do is to request certain service according to their personal demand and the system will automatically call through the Web Service technology components and related software services to interact with the database server, and then through the integrated treatment, the results will be returned to the user. Meanwhile another tie in with the SOA Web Service technology is in use, through which the weather information service platform can be integrated through the network to provide transparent service in order to fulfill the demand from meteorological bureaus.
